I believe it's so the tread pattern is correct and there are no 'knock out' lugs attached on the tire tread.

I built one of the Lion Roar Zundapps Moon Pup and the tyre system actually works really well ,the Mo bikes are very expensive so I'm not holding my breath expecting this one to be a cheap kit either
